...New security law targets money rituals, bulletproof charms, forest hideouts, and unregistered spiritualists
In a sweeping move to tighten internal security, combat ritual-related crimes, and dismantle criminal networks in the state, Governor Peter Mbah of Enugu State has sent a groundbreaking Executive Bill titled “Maintenance of Internal Security, Vigilance, and Order” to the State House of Assembly.
If passed, this legislation will outlaw money rituals (popularly called ‘okite’), fake bulletproof charms (‘odeshi’), and other forms of criminal spiritual practices. It also introduces strict regulations for native doctors, herbalists, ‘ezenwanyi’, seers, and spiritualists, who will now be required to register with designated state agencies.
Key Provisions of the Bill:

Registration Mandatory:
All practitioners of traditional or spiritual services must register with the appropriate state ministry. Operating without registration carries a fine between ₦1 million and ₦5 million, or two years in prison, or both. -
Crackdown on Ritual Crimes:
Anyone caught performing or facilitating money rituals, spiritual protection for criminals, or supernatural wealth acquisition schemes faces up to six years in prison or a fine of ₦5 million. -
Fake Powers = Real Punishment:
Falsely claiming supernatural powers for profit or influence attracts a ₦3 million fine or three years imprisonment, or both. Those making such claims must provide reasonable proof during investigations. -
Religious Sites as Crime Hubs:
Using or allowing a religious site to be used for crime can earn offenders six years in prison and ₦5 million in fines. Facilities involved will also be sealed pending investigation. -
Ritual Killings Using Human Parts:
Anyone involved in human ritual practices will face 20 years imprisonment without option of a fine. -
Forest Hideouts and Criminal Camps:
Being found in forests or illegal camps without justification, or allowing property to be used for banditry or kidnapping, will attract up to 20 years in jail with no option of fine.
Property and Security Oversight

Landowners & Landlords:
Anyone allowing non-security personnel to reside or operate in forests or failing to report suspicious property use risks two years imprisonment. Properties used in crimes may be forfeited to the state. -
Hotels and Lodging Facilities:
Hoteliers must collect and submit guest ID details and install CCTV surveillance in public areas. Violators face fines between ₦500,000 and ₦1 million. -
Town Union Leaders & Private Security Firms:
Town union leaders must submit monthly security reports, while private security companies must register all operatives and operations with the state. -
Proceeds of Crime:
All money, property, or assets linked to robbery, kidnapping, or theft will be forfeited to the government, unless a verifiable legal claim is made promptly.
This bill, if passed into law, could mark a historic turning point in the fight against ritual killings, fake native doctors, and organized crime in Enugu State. The Mbah administration is making it clear: there’s no hiding place for criminals, no matter the disguise.
